“Komerccentrs DATI Grupa”, ltd. developed Passenger Name Record system, which will help the law enforcement agencies to proactively evaluate the security risks associated with air passengers arriving on flights to Latvian from countries outside the European Union or departing from Latvian to countries outside the European Union. In passenger name record system processed and analyzed data allow law enforcement authorities to timely identify within air passengers the persons who carries out the crime, can lead to terrorism and other security threats, thus providing technical support for crime prevention, detection and investigation.

Rail passenger infrastructures modernization

Within the project in 16 passenger stations in Jurmala and Jelgava directions “Komerccentrs DATI Grupa”, ltd. installed modern passenger warning system that will allow automatic and manual announcements, such as the information about the train arrival and departure. The passenger platforms and station buildings were set up with displays and speakers. Passenger warning system will be both expandable and will integrate with other rail traffic management systems. In addition, the security cameras were installed on station platforms and in waiting rooms, thus both improving passenger safety and reducing vandalism and demolitions risks.

“Komerccentrs DATI grupa”, ltd. provided the State Revenue Service (SRS) data centers equipment relocation and the migration of information systems (IS) from the SRS premises in Smilšu street and Eksporta street to the new premises in Talejas street, as well as the specialists support after named migration provided.

“Komerccentrs DATI grupa”, ltd. provided the State Revenue Service (SRS) data centers equipment relocation and the migration of information systems (IS) from the SRS premises in Smilšu street and Eksporta street to the new premises in Talejas street, as well as the specialists support after named migration provided.

This project consisted of three phases: IS and information communication technology (ICT) solutions migration preparation, the process of planning and implementation of migration itself.

One of the biggest challenges of this project was the first stage, which included the identification of the SRS IS and ICT resources and preparation of the solution in a very short period of time. Successful transfer and migration planning process helped to ensure the realization of migration in a short time with minimal interfering SRS IS operations.

Alliance Ground Surveillance (AGS)

AGS is a NATO program, also called “Eyes in the sky”, the aim of which is to create a system that provides ground surveillance and reconnaissance from the air using special unmanned airplanes “GlobalHawk”. The airplanes are planned to be equipped with a wide area multifunctional ground surveillance sensor (radar) with a high performance rate and a wide angle of vision. The large amount of information gathered during the surveillance is planned to be transmitted to the central management point using specialized mobile or stationary data transmission stations placed on the ground. The AGS system is expected to be compliant with every member state’s national and other NATO used surveillance systems. It is expected that all the NATO member state’s armed forces are going to have access to the information stored in the AGS database for carrying out tasks in the international mission regions, as well as for national needs. Komerccentrs DATI grupa’s objective is to develop specific modules for the AGS project management software.

General Management of the State Border Guard

Development of the border guarding information system “RAIS 2009”

The aim of the project is to develop a centralized State border guard resource and incident management system “RAIS 2009”. In collaboration with subcontractors we developed the required functionality for the creation of the system. Its aim is to improve the following border guarding processes:
1) calculation and management of inner resources;
2) planning and management of border guarding actions;
3) creation of e-services concerning the control of abidance of rules in state border, frontier, border zones and border crossing points;

4) creation of a universal applications and complaints e-service that would allow anyone, using the portal latvija.lv, to submit information to the State border guard;
5) management of incidents related to border guard, frontier, border zones and border crossing points infractions, as well as incidents related to foreigner immigration, stay, emigration and transit infractions;
6) creation of a e-service that will inform the public on queues on the Latvia-Russia border.

Within the framework of the project these systems were planned to be stationed on a joint technical infrastructure, simultaneously lowering or optimizing the existing technical infrastructure, as well as investing in the renewal of the technical infrastructure and raising the security level.

Within the framework of the project these systems were planned to be stationed on a joint technical infrastructure, simultaneously lowering or optimizing the existing technical infrastructure, as well as investing in the renewal of the technical infrastructure and raising the security level.

Within the framework of the project we installed an infrastructure that provides a stable high availability environment for data processing and storage required for issuing ID cards, hence providing an ID card issuing process in the Office of citizenship and migration affairs. In the result of modernization of the infrastructure a joint virtual environment was obtained, which includes virtualization of different platforms (Linux, MS Windows, AIX, VMware, HSM). Within the project we created a data storage solution that is based on the first in Latvia IBM XIV high class (Enterprise) data storage arrays. Within the solution we carried out a migration of database management systems that work in a production environment and their data from the existing servers and disc arrays to the created infrastructure.

The implementation of the project finished at the end of the first quarter of 2012.

Development of a biometry data processing system

The project is being implemented within the framework of the European Regional development fund project “The development of a biometry data processing system”. The aim of the project is to provide the development of a joint biometry data processing system for establishing the identities of physical entities and to prevent the usage of another identity by issuing and checking IDs. The biometry data processing system is intended for law enforcement institutions, ID issuing bodies and other institutions involved to provide an effective circulation of information on national and international levels, forwarding the fulfillment of Latvian international liabilities.

In collaboration with subcontractors we provided the development, delivery and installment of the technical infrastructure of the system. Within the project we implemented a creation and delivery of the biometry solution, evaluation of the quality of the migrating data array and a load in the production environment of the system. We also provided the development of outer software interfaces, introduced changes for functional requests in the joint information systems, as well as retrieved the historical data arrays from the joint outer systems and prepared the data for migration. In the result of the project we have become one of the largest professional biometry device suppliers in Latvia.

The implementation of the project finished in the first quarter of 2012.

Development of a wireless data transmission net in Zilupe and Terehova border crossings

The aim of the project was to provide a stable wireless data transmission environment in public transport (trains, buses) that would allow the border guards to perform an ID check. The implementation of the project consisted of 3 stages – preliminary research of net installment, designing of the net and installment of the net. By developing unique technical solutions the set goal was reached – to provide a stable communication in an environment (passenger train carriage), which essentially is very complicated and dynamic and where the required service quality cannot be reached with standard solutions.

Riga Eastern Clinical University Hospital

Development of a computer networks central management block and renovation of the computer network

The aim of the project was to provide a safe transmission of images acquired from radiology devices and medical examination data to a data storage, as well as to ensure a high speed access to this data from doctors work stations. Within the framework of the project we carried out a reorganization of the passive part of the net between the main node points, an improvement of the active devices of the net in the main net node points, an increase of the inner and outer security of the net, as well as a modernization of the radiology examination data storage.

During the implementation of the project, the “backbone” of the computer network of the department of the clinic “Latvian Oncology center” was modernized, replacing the old net infrastructure with a modern optical data transmission net. The Eastern clinic continues to develop the inner computer network of the hospital based on these net infrastructure improvements.

The implementation of the project was finished in May 2010.

Eagles across the borders

The aim of the project is to research and provide protection for the white tailed eagle and osprey in Latvian and Estonian border regions. Several research works and a wide campaign of education of the involved sides are planned to take place to raise the level of knowledge on these prey bird populations. Today’s technologies broaden the options for bird research – the birds are observed with two wireless internet cameras that are located in Kandava region. Using Internet live broadcast from the nesting areas and GPS satellite broadcast provides not only useful scientific information, but also can interest a wide public layer on the research and protection of the eagle species.

Within the implementation of the project we performed the delivery and installment of the surveillance system. The system is completely autonomous, because alternative power or solar panels are used to supply cameras and the transmitter with power. The system is equipped with a GSM module, which allows to gather information on the system status remotely, thus not disturbing the birds with human presence.
